In November 2015, China publicly acknowledged for the first time that it is building its first overseas military facility in Djibouti, which is also home to the largest U.S. military installation in Africa. How did China come to establish its first overseas military support facility in Djibouti? What do we know about this facility and how it might be used, and what insights can we glean from the process to better understand where China’s military might go next? This paper provides a preliminary look at the origins of China’s military support facility in Djibouti. It explores the evolution of the economic and security relations between the two countries that led to the establishment of the facility, how it may be used, and what it may tell us about future Chinese military facilities abroad. It also assesses the implications of the growing economic and military ties between the two countries for the United States and the U.S. Navy.

The intent of this report is to provide the appropriate type of information—at the appropriate level of granularity—in order to inform U.S. government efforts to develop more effective approaches to countering Boko Haram. The goal is to help U.S. planners and decision-makers understand the conflict as an interconnected system and, eventually, to develop targeted, conflict-sensitive strategies for assisting the Nigerian government. China and India have interacted with one another for thousands of years, especially in the areas of trade and religion. For centuries, however, the scope of their interaction was limited by the barrier of the Himalayan Mountains. When each country established a new government—India in 1947 and China in 1949—the relationship began to shift, and the two countries established formal diplomatic relations in 1950. The same year, China invaded Tibet, thus eliminating the geographic buffer between China and India. The China-India relationship was further altered in 1962, when Indian troops moved to assert Indian territorial rights along the disputed Himalayan border with China. In response, China launched a counter-offensive and pushed the Indian troops back from the border. The People’s Liberation Army (PLA) moved into India’s northeastern state of Arunachal Pradesh and part of Kashmir, killing 3,000 Indian troops. Since this clash, China and India have maintained the world’s longest unresolved border dispute.

To better inform U.S. policymakers and the pub- lic about the impact of America’s energy choices on national security policies, CNA, a nonprofit research organization that runs the Center for Naval Analyses and the Institute for Public Re- search, convened a panel of retired senior mili- tary officers and national security experts. The Military Advisory Board consists of retired generals and admirals from all four services, many of whom served on the Military Advisory Board that produced the 2007 report, National Security and the Threat of Climate Change. That report found that “climate change, national se- curity, and energy dependence are a related set of global challenges.” This new volume builds on that finding by con- sidering the security risks inherent in America’s current energy posture, energy choices the nation can make to enhance our national security, the impact of climate change on our energy choices and our national security, and the role DoD can play in the nation’s approach to energy security.
